The Saudi People

The Saudi people are the Kingdom’s most valuable resource. Through its transformational reforms, Vision 2030 is empowering all citizens.

This is the most ambitious national transformation plan taking place anywhere in the world, which is unleashing the full potential of its youthful population. By diversifying the economy, Saudi Arabia is creating new opportunities for citizens across all industries and fields.

Vision 2030’s Saudi female empowerment reforms were recognized by the World Bank, which ranked Saudi Arabia as the top economy for the most progress toward gender equality in their 2020 Women, Business and the Law Report. Vision 2030 is creating new opportunities that women are seizing, with their workforce participation rising to 37% in 2022.

The entrepreneurial spirit has been emboldened since 2016, and the government has enacted structural economic reforms to develop the Saudi private sector, including redefining and digitizing how small and medium-sized enterprises (SMEs) engage with government services. SMEs are now contributing to Saudi Arabia’s GDP more than ever before, from 21.9% in 2016 to 28.75%, while Venture Capital investment in Saudi Startups reached SAR 2055 million in 2021, a significant increase on 2016. SMEs can now easily access funding, enabling youth and entrepreneurs to market their ideas and turn them into innovative products and services

Volunteering & Non-Profit

The number of volunteers in Saudi Arabia has increased more than twentyfold from 2015 figures to over 484,000 in 2021.

Those volunteers helped 42 million people in 2021 alone, including through non-profit organizations to contribute to a healthy society and meet the needs of the less fortunate.

As Vision 2030 contributes to the economic diversification of Saudi Arabia, Saudi citizens become more charitable than ever. The National Campaign for Charitable Work, with donations from HM King Salman and HRH the Crown Prince to support charitable work in the Kingdom, benefitting more than 4.4 million people.

The National Health volunteering platform – founded in 2019 – enables Saudi healthcare professionals to arrange voluntary work and attend training programs through an online electronic portal. This digital platform helped people find volunteering opportunities in the Kingdom during COVID-19.

Government Transformation

Vision 2030 is transforming government services to ensure they meet the needs of citizens and businesses.

Effective government provides cutting edge public services, while enabling citizens to innovate and take opportunities to improve their lives.

By restructuring ministries, and transforming and strengthening central government, Vision 2030 is aligning the operations of government with the goals of Vision 2030 and the needs of Saudi citizens.

Launched in 2016, the National Transformation Program (NTP) has transformed the regulatory framework for services provided to citizens, while world-class digital infrastructure has enabled the development of new government services in healthcare, justice, education and many other areas, digitizing over 125 judicial services through Najez. In 2021, those served more than 3.5 million people.

Saudi’s investment into digital healthcare services prior to the COVID-19 pandemic ensured that the Kingdom was able to respond effectively. Remote healthcare benefits everyone in Saudi Arabia. Renowned digital healthcare platforms such as SEHA, the world’s largest virtual hospital, have been launched under Vision 2030 to ensure easy and quick access to specialized healthcare for everyone across the Kingdom.
